Context
A user wants to open a new bank account and is required to identify herself using an external system.

External identification system returns an error that identification could not be completed.

- System keeps any data entered by the user when external identification fails
- 100% of user-entered data is preserved when identification error occurs
- User can resume account opening process after identification is resolved without re-entering data
